STARTING SALARY:  $75,611

JOB SUMMARY:
The incumbent reports to a Deputy Director of State Operations. The position provides a broad range
of responsibilities that involve the administration of various collective bargaining agreements. The
Contract Administration Specialist administers programs to meet organizational goals and objectives
for the membership.

ESSENTIAL FUNCTIONS:
1. Confers with and advises Locals, units and members regarding CSEA policies, programs and
services.
2. Aids members with employment problems.
3. Represents members in salary and employment problems before administrative agencies.
4. Attends and addresses membership meetings as required.
5. Reviews and analyzes collective bargaining agreements to determine areas of improvement;
assists with determining bargaining strategy through survey proposals; and analyzes data for
contract preparation and opposing arguments.
6. Assists in contract compliance through grievance processes.
7. Reviews grievance material for potential arbitration, and follow up, where necessary.
8. Researches grievance history.
9. Assists in committee obligations.
10. The incumbent may be assigned to assist on special programs and/or issues.
11. May assist in designing programs and material for training programs, workshops and
conferences.
12. Other related duties as required.

MINIMUM QUALIFICATIONS:
Graduation from a recognized college or university from a four-year course for which a Bachelor’s
Degree is granted or from a recognized school of labor relations.
OR
Three years of satisfactory responsible business or investigative experience which must have involved
extensive public contact as an adjuster, salesman, customer representative, investigator, inspector or
complaint supervisor. Labor relations experience from employer or employee standpoint is especially
desirable.
OR
A satisfactory equivalent of the foregoing training and experience.
NOTE: Candidates must possess a valid New York State driver’s license and car for business use in order
to be appointed.
