STARTING SALARY: $59,123

JOB SUMMARY:

Under the direction of the Deputy Director of Human Resources, the incumbent
coordinates the support for all leave of absence cases, workers’ compensation claims and
disability accommodations. Effectively coordinates all cases/claims to include general
administration, comprehensive case management and program compliance with the
Family Medical Leave Act, NYSPFL and all related employment laws. The Human
Resources Assistant also provides programmatic and administrative support for Human
Resources and Building Management programs and functions.

ESSENTIAL FUNCTIONS:
1. Responsible for the administration of leaves and related benefits for employees.
Serves as the subject matter expert for leave administration and workers’
compensation programs in alignment with the organization’s policies, the governing
collective bargaining agreements, and state and federal leave laws.
2. Interprets and administers leave programs and policies in accordance with
applicable federal and state employment laws (FMLA. NYSPFL, ADA, USERRA,
Pregnancy Discrimination Act, etc.)
3. Administers all aspects of workers’ compensation program by ensuring the program
is managed and in accordance with applicable OSHA and workers’ compensation
laws. Provides case management and coordinates administrative aspects of
Workers’ Compensation cases and claims. Conducts/coordinates investigations
into all reported workers’ compensation claims.
4. Independently approves and/or denies leave cases based on relevant medical
information. Coordinates and organizes all medical information and ensures that
HIPAA and Employee Privacy guidelines are closely monitored and effectively
executed. Ensure that all reportable workers’ compensation claims are submitted
to the insurance carrier with in 48 hours from the date of incident.
5. Assists in the creation and facilitation of leave administration and workers’
compensation programs.
6. Facilitates the interactive process for reasonable accommodations under the ADA.
7. Reviews monthly insurance and benefit plan bills and invoices, as assigned.
8. Maintains the Human Resources Information System and maintains databases on
workers’ compensation leaves of absence; sick leave bank enrollment/rosters;
seniority listings and other contractual information. Assists with maintenance of
benefit information on CSEA intranet.
9. Generates reports, analyzes leave trends, and provides data to management.
10. Assists with calculations and effectuates changes in payroll based on contractual
provisions.
11. Assists in the coordination/preparation of material and may attend and take
minutes of meetings.
12. Assists in the coordination of staff events and community activities.
13. Performs and/or assists with building management functions including the
maintenance and tracking of AED’s, building security/access and parking lot
assignments.
14. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Associates Degree in Human Resources, Business Management or a related field and two
years of experience in administering employee benefits.
OR
High School Diploma or equivalency and four (4) years administrative experience
pertaining to employee benefits, labor relations or a related field. Proficiency in computer
applications including excel preferred.
OR
An acceptable combination of education, training and experience.
Promotion to Grade 5 upon recommendation of the Director of Human Resources after two
years of satisfactory performance.
