STARTING SALARY: $91,151 AND IS FUNDED BY ARTICLE 9 OF THE NYS/CSEA CONTRACT

JOB SUMMARY:

Under the general supervision of the Deputy Director of CSEA Health Benefits Department for the
State Division, the incumbent aids in the daily activities of the CSEA Joint Committee on Health
Benefits. Assists or represents the Deputy Director in performing a wide variety of tasks;
assignments may be broad in scope. Strong attention to detail and the ability to communicate
complex information clearly is essential.
ESSENTIAL FUNCTIONS:
1. Assists the Deputy Director in the evaluation, design, implementation/monitoring of
employee benefit programs, projects and endeavors as required, pursuant to Article 9 of
the NYS-CSEA Agreements.
2. Educate and inform staff and CSEA state members about the employer-sponsored health
benefits through the New York State Health Insurance Program (NYSHIP).
3. Provides administrative and technical assistance during NYSHIP and Flexible Spending
Program RFP processes. Ensure submissions are complete and accurate and bring
issues to the attention of the Deputy Director.
4. Perform necessary investigations (including cost and/or trend analysis) and advises the
Deputy Director of the status and/or impact of updates and changes that are within the
scope of the JCHB responsibilities.
5. Assists the Deputy Director, as requested, to review and analyze recently passed or
pending legislation and the potential impact on NYSHIP health benefits.
6. Answer complex and difficult in-person, telephone and/or written inquiries concerning the
New York State Health Insurance Program (NYSHIP) and JCHB matters.
7. Coordinates and works with appropriate personnel from CSEA, state agencies and
insurance carriers on active NYS employee claim matters.
8. Maintain day-to-day liaison with NYSHIP carriers and State of New York representatives
to assist members and CSEA activists resolve more difficult claim disputes/denials.
9. Active participant on the Joint Labor/Management HMO Workgroup’s annual review which
evaluates, selects and oversees the HMO managed care options available under NYSHIP.
10. Participates in and provides investigation and education during the collective bargaining
process with New York State. Research the implications and/or impact of proposed
changes or updates as required.
11. Review of NYSHIP carrier annual rate renewal summary reports and participation in JCHB
meetings, including the NYSHIP Annual Rate Renewal meeting.
12. Attends and provides educational presentations/workshops at Annual Conventions, State
Workshops, Regional Conferences and other CSEA functions for CSEA staff, members
and activists, as required.
13. Travel is required.
14. Perform other necessary duties as required.
MINIMUM QUALIFICATIONS:
A two-year degree from a recognized college or university in business administration, labor
relations, health care administration, or a related field.
AND
Three years of satisfactory business experience, a minimum of two years directly involved in the
interpretation of health benefits as they relate to collective bargaining agreements.
OR
A satisfactory combination of education, training, and experience as determined by CSEA.
NOTE: Candidates must possess a valid New York State driver’s license and have an automobile
available for business use to be appointed.
