STARTING AT $75,611, PURSUANT TO THE RULES OF THE COLLECTIVE BARGAINING AGREEMENT

JOB SUMMARY:
The Early Learning and Care Representative reports to the Director of Early Learning and
Care Programs. The Early Learning and Care Representative works within an assigned
geographical area to grow VOICE/CCPT membership and build the capacity of the union to
represent the members.

ESSENTIAL FUNCTIONS:
1 Recruit VOICE and CCPT members.
2 Identify potential VOICE and CCPT activists and leaders.
3 Facilitate productive labor relations and implementation of VOICE and CCPT
contracts, and provide union representation through all steps of dispute resolution
processes.
4 Work with members and state agencies to solve problems and resolve disputes.
5 Assist with recruitment and training of Union Stewards (Provider Advocates).
6 Mentor and coach Union Stewards (Provider Advocates) to develop skills as needed.
7 Maintain up-to-date, detailed records of member contacts.
8 Identify patterns of problems and disputes so that VOICE and CCPT committee
members and staff can develop recommendations for system improvements at county and
state levels.
9 Attend and assist with member and leadership education initiatives.
10. Coordinate mobilization of VOICE and CCPT members to assist in campaigns developed
to address issues that impact VOICE/CCPT members at county, state, and national levels.
11. Staff VOICE/CCPT Call Center.
12. Staff support for Local, chapter, local association, informal network and support groups,
including meetings.
13. Assist in building collaborative relationships with Child Care Coordinating Councils and
advocates.
14. Assist in developing internal and external communications, including media campaigns.
15. Work across CSEA departments to reach program goals.
16. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:
Bachelor’s degree from a recognized college or university in Early Childhood Education or
Labor Relations; or an Associate’s Degree in Early Childhood Education and a minimum of
two years of experience in organizing and representing independent providers in a union or
community-based setting.
OR
a satisfactory combination of education, training and experience as determined by CSEA.
Note: Candidates must possess a valid New York State Drivers’ License and car for
business use in order to be appointed.
